Neighborhood Water Service Line Replacement

Phase I

Pursuant to an Emergency Order issued, the City of East Chicago, Indiana awarded a contract to Hasse Construction on August 21, 2017 to perform emergency work relating to replacement of water service lines from the water mains to residences or commercial properties at 400 locations specified by the City.

  • Completion Date - 2017 to 2018
  • Estimated Cost - $1.3 Million

Scope of Work

This work shall of providing all materials, labor, tools, equipment, and services required to install new water service lines originating at the water main and terminating inside the residences or commercial buildings.

The intent of this work is that the Contractor minimize open excavations by beginning work inside the buildings and boring water service lines from the inside of the buildings to the water mains unless otherwise directed by the Engineer. Open excavations for curb stops, meter pits, and roadway excavation shall be limited to only that required to complete the new water service line connections. If access inside the residences or commercial buildings is not available, then no new water service lines will be provided. Access Agreements will be acquired by the City prior to any work being done on private property.

All work will be coordinated with the Environmental Protection Agency (EPA) in regard to possible soil contamination in the working area and the Contractor shall follow and all regulations or requirements as specified by the EPA. Work hours shall be from 8 a.m. to 5 p.m. unless otherwise directed by the Engineer.

General Areas of Work

The general area of the work are Superfund Zones 2 and 3 which is the area bordered by:

  • SR 312 or E Chicago Avenue to the North
  • Parrish Avenue to the East
  • E 151st Street and E 149th Place to the South
  • Aster Avenue and Private Street to the West

Completed Properties

101 out of 400 properties have been completed as of December 11, 2017.

Completion of Work

The work shall be completed by May 31, 2018.
