East Chicago Transit (ECT) provides free fixed route bus and Complementary Paratransit service. We thank everyone for using ECT. With your cooperation we can do our best to provide a safe and comfortable ride for all passengers and drivers.

ECT drivers do their best to follow the posted schedules for fixed route buses and the reservation schedules for paratransit rides. However, sometimes road construction, inclement weather, trains, waiting for passengers to be seated, traffic tie-ups, or other unforeseeable events cause delays. Your patience and understanding are appreciated.

How to Ride ECT Fixed Route Buses


  • ECT buses will stop at any major intersection, transfer point, or designated stops along the route as long as it is safe to do so. Drivers are instructed not to board or de-board riders where it may be unsafe.

  • Be visible to the driver as the bus approaches your stop. Clearly signal to the driver that you wish to board.

  • Before boarding, as a courtesy, take a moment to allow exiting passengers to leave the bus.

  • Watch your step and request the driver to use the bus kneeling feature if you need this assistance.

  • The front seats are designated for elderly people or persons with disabilities.

  • Collapse strollers, carry children onto the bus in your arms, and place stroller out of the aisle. An open stroller in the aisle is a hazard for everyone on board.

  • Limit personal items to those you can personally carry. Maintain a hold on all personal items you place on the floor. Keep aisles and doorways clear of personal items.

  • If you must stand while the vehicle is in motion, please use the handrails.

  • To exit the bus, signal the operator by pulling the signal cord or pressing the signal strip as you approach your destination

  • DO NOT ASK THE DRIVER TO STOP ANOTHER BUS WHILE BUSES ARE IN MOTION.
  • Please remain seated (or use handrails) until the bus comes to a complete stop. Watch your step and request that the driver use the bus kneeling feature when exiting the bus, if needed.

  • After exiting, stand back and wait for the bus to leave. DO NOT CROSS OR STEP IN FRONT OF THE BUS WHEN EXITING.

  • Proper attire is required. Hoods and masks must be removed when boarding bus.

  • NO SLEEPING. Please be alert at all times.

  • NO CURSING, HORSEPLAY, FIGHTING. Respect fellow passengers and the bus driver.

How to Use Complementary Paratransit Service:


  • ECT provides Complementary Paratransit for individuals with disabilities who are unable to use or get to ECT fixed routes.

  • To be eligible for this service an individual must be certified by ECT. Contact ECT to request an application or click here for application.

  • If assistance in filling out an application is needed, you can contact our office for assistance. Alternate formats are available upon request.

  • Mail the signed, completed application to ECT. You will receive an answer within 21 business days of ECT’s receipt of the application.

  • If denied certification, you may request an appeal by contacting the ECT office for the form or clicking on this link click here for appeal form. This service is a curb to curb, shared ride service.

  • Scheduling is done on a first-come first- served basis for paratransit certified individuals.

Other ECT Information and Policies


  • ECT bus drivers announce all major intersections, transfer points, and all requested stops along the route.

  • All paratransit vehicles are equipped with a ramp or wheelchair lift. All buses have a kneeling feature that lowers the bus for easier boarding. The ramp, wheelchair lift, or kneeling feature may be used by anyone upon request.

  • If the ramp or wheelchair lift fails operation, the driver will attempt to operate the feature manually. If unsuccessful, a spare vehicle will be dispatched to the location within 30 minutes of the initial failure.

  • All buses and paratransit vans have securement features. Wheelchair and mobility aids are required to be secured. If for some reason the mobility device cannot be secured, the passenger will not be denied a ride.

  • Seatbelts are not required but are available and recommended for all passengers.

  • Personal oxygen tanks and respirators can be transported but must be secured by the rider. Riders are responsible for keeping these items with them and out of the aisle.

  • Service animals are permitted. Pets are not permitted, unless they are in a carry-on travel cage.

  • Children age 4 and younger must be in child safety seats provided by the adult passenger.

  • Riders 13 years or younger must be accompanied by an adult.

  • Eating and drinking are not permitted on any ECT vehicle. ECT encourages and recommends that passengers that need to eat or take their medication do so prior to boarding any ECT vehicle.

  • Smoking is not permitted on any vehicle.

  • For the safety and consideration for other passengers, proper attire is required.

  • Vehicle interior lights must stay on at all times to insure passenger safety.

Customer Service, Complaints, Appeals


  • ECT riders may file a complaint if they have a problem or dissatisfaction with any aspect of ECT service.


  • A complaint may also be phoned into the ECT office, emailed, or sent by fax. Assistance with completing the form will be provided upon request by contacting ECT.

  • Complaints should be submitted within 10 days of the incident.

  • Preferably complaints should include the complainant’s name and contact information. Complaints made anonymously will be investigated by ECT, but it will not be possible to provide feedback without contact information for the complainant.

  • The complaint should include the date of the incident, location, who was involved, and a description of what occurred.

  • ECT will review the complaint within 30 business days of receipt and if contact information is provided, will notify the complainant of the resolution.

  • If the complaint is not resolved to the complainant’s satisfaction, he or she can appeal the resolution thin 10 days of receiving notice. Assistance with completing the form will be provided upon request by contacting ECT.

  • The appeal should be submitted to the Council on Accessible Transportation Services (CATS) at 5400 Cline Ave., East Chicago, IN 46312 for review. A CATS designee or ECT Director will notify the complainant within 10 business days of the determination of the appeal.

Reasonable Accommodations and Alternate/Accessible Formats


  • Alternate/accessible formats of all documents are available upon request by contacting ECT.

  • A passenger with a disability may request a reasonable accommodation in a transit-related matter by contacting the ECT office.

  • Decisions are made on a case-by-case basis in accordance with ADA and FTA regulations.

  • The Americans with Disabilities Act (ADA) does not require East Chicago Transit to take any action that would fundamentally alter the nature of its programs or services or impose an undue financial or administrative burden.
