REDEVELOPMENT DEPARTMENT
Redevelopment Department provides administrative oversight of the City’s Community Development Block Grant (CDBG) Program and HOME Investment Partnership (HOME) which has been used to improve the City’s housing stock, infrastructure, economic development and social services.
The Redevelopment Department is the
lead agency, acting on behalf of the City of East Chicago, which administers
the U.S. Department of Housing and Urban Development’s (HUD) Community
Development Block Grant (CDBG) and HOME Investment Partnership (HOME) formula
programs. As an application
requirement, a 5-Year Consolidated Plan is submitted to HUD. This Consolidated Plan is a strategic
plan that sets the course of action for revitalization throughout the
City. It also creates the
opportunity for citizen participation and strategic planning, which leads to
setting program goals, specific objectives, annual goals ad benchmarks for
measuring progress. An Action Plan
is submitted annually to HUD to describe the actions, projects and programs
that will be implemented during the year to address the needs and specific
objectives identified in the Consolidated Plan.
RESIDENTIAL RENOVATION PROGRAM
Rehabilitation assists owner occupant homeowners to determine the extent of repairs needed to bring the property to a safe and decent living condition. Rehabilitation then prepares a suggested list of work. After reviewing and adjusting this list of work the home owner accepts the list of work. The list of work is offered to licensed, bonded and insured general contractors that have participated in the program, to submit sealed bids. The homeowner is allowed to have any qualified general contractor bid on the list of work. The work is paid from CDBG and Home federal funding to provide grants and low interest loans. Applications are processed on the order of submission to Rehabilitation.
