Public policy under East Chicago Ordinance Number 01-0030 reads:
It is the public policy of the City of East Chicago to provide all citizens equal opportunity for education, employment, access to public convenience and accommodations, business opportunity and acquisition through purchase or rental of real property including but not limited to housing and to eliminate discrimination and separation based on race, color, religion, sex, national origin, ancestry, disability, or familial status as an impediment to equal opportunity. Equal education, employment, business opportunity and equal access to and use of public accommodations and equal opportunity for acquisition of real property are hereby declared to be civil rights.
The practice of denying these rights to persons because of
race, color, religion, sex, familial status, national origin, ancestry or
disability is contrary to the principles of equality in opportunity and is a
burden to the objectives of the public policy of the
City of East Chicago and shall be considered as discriminatory practices. The promotion of equal opportunity without regard race, color, religion, sex, national origin, ancestry, disability, or familial status through reasonable methods is the purpose of this Ordinance.
It is the public policy of the City of East Chicago to
provide business opportunity for all persons, partnerships, companies and
corporations and to prohibit discrimination in business practices because of
race, color, religion, sex, familial status, national origin, ancestry or
disability and to promote the full realization of business opportunity through
a positive and continuing program within each department, division, agency or
component of the City of East Chicago.
This policy of business opportunity shall apply top every contractor,
sub-contractor or bidder holding or seeking a public contract with the City of
East Chicago and is intended to provide minority businesses in the City of East
Chicago maximum opportunity to participate in the filling of the City of East
Chicago’s non-bid purchase orders up to legal non-bid limit.
It is also the public policy of the City of East Chicago to
protect employers, labor organizations, employment agencies, property owners,
real estate brokers, builders and lending institutions from unfounded charges
of discrimination.
It is hereby declared to be contrary to the public policy of
the City of East Chicago and an unlawful practice for any person, for profit,
to induce or attempt to induce any person to sell or rent any dwelling by
representations regarding the entry into the neighborhood of a person or
persons of a particular race, color, religion, sex, familial status, national
origin, ancestry, disability.
It is also hereby declared to be contrary to the public
policy of the City of East Chicago and an unlawful practice for any lending
institution, including government agencies, to discriminate in lending money,
guaranteeing loans, accepting mortgages, or otherwise making available funds
for the purchase, of any housing unit because of the geographical location of
the property or the race, color, religion, sex, familial status, national
origin, ancestry or disability of any prospective buyer or seller.
