DUTIES

  • The city controller shall manage and direct the finances and accounts of the city and shall have the control of all matters pertaining to the department of finance.
  • He shall be the fiscal agent of the city and, as such, shall be charged with and shall exercise general supervision over all officers or employees of the city in any manner charged with the receipt, collection or disbursement of all funds and revenues required to be in the custody of the city, except as otherwise provided by this code or by law.
  • He shall have the power to inspect, audit and revise the accounts of all other departments and shall submit an annual fiscal statement to the common council at the end of each year in the manner provided by law.
  • He shall not permit any appropriations to be overdrawn or the appropriation for one item of expense to be drawn upon for any other purpose or by any department other than that for which the appropriation was specifically made, except on transfers authorized by ordinance.
  • No money shall be paid out by the treasurer except upon an order by the city controller.
  • The city controller shall draw orders on the treasury for miscellaneous city expenditures not made under the direction of any executive department.
  • The city controller shall furnish or cause to be furnished to applicants for licenses or permit statements showing the amount to be paid and on what account, which statement shall be presented to the treasurer with payment. Upon the applicant's presenting and surrendering the receipt of the treasurer and upon his meeting the conditions and requirements, the city controller shall issue or cause to be issued the city license or permit.
  • He shall pay to the treasurer, once each week for the preceding week, all fees and other amounts collected by his department.
  • He shall be custodian of all deeds, mortgages, leases, contracts, controller's bonds, bonds, insurance policies and evidence of indebtedness which may belong to the city, except such as are directed by law or this code to be deposited elsewhere.
  • He shall have the supervision of the making of all contracts, the issuance and sale of all bonds, warrants and obligations and the purchase, sale, lease or disposition of all property of the city.
  • He shall be invested with all the rights and powers and shall perform all of the duties that may be required of the city controller as provided by this code or other laws.
