Over 3 organization have participated in the program already and more are joining in every week.  This is a great way to take pride in your community by keeping it clean.<br /><br />The Next Adopt-a-Block clean up will be hosted by the Light of the World Church 4916 Wegg Street on Saturday, May 18th.  The designated clean up area will be on the <br />149th - 150th block along Wegg and Reading Streets of East Chicago at 10 a.m. Come out and join the other 45 volunteers. The survey list will then be crosschecked with Building and Code Enforcement Departments&rsquo; inspection reports on file.  The list will then be prioritized by first addressing those vacant structures with conditions that constitute a hazard to public health, safety and welfare.<br /><br />The survey will entail conducting a visual exterior inspection of blighted structures, whether vacant or occupied, and unkept grounds surrounding the structures. The inspection survey is currently being conducted by Code Enforcement Inspectors until all City neighborhoods have been inspected.<br /><br />Mayor Copeland stated, &ldquo;We have to work together as a community to change our city. C. Common Council and the Redevelopment Commission. &nbsp;<br /><br />However, in 2013, we are looking to create and support even more homeowners.&nbsp; The City of East Chicago is offering $10,000 in down payment assistance toward the purchase of any existing home in the City.&nbsp; For the purchase of homes that are newly constructed, the City is offering $25,000 in down payment assistance. &nbsp; City of East Chicago employees are actually eligible for a $5,000 added incentive for either a new home purchase or the purchase of an existing home.&nbsp; One of the qualifications for this program is that persons receiving this assistance must attend an eight hour Homebuyers Workshop.&nbsp; The East Chicago Dept. of Redevelopment is hosting these workshops on a monthly basis.&nbsp; The next workshop will be held on Saturday, March 9, 2013 from 9:00 a.m. to 5:00 p.m.&nbsp; If you would like to register or want more information on this program, please contact Nicholas D. This revitalization effort in East Chicago was initiated with the help of a grant from the Regional Development Authority.  The seven million dollar grant was used in part to leverage private sector investment for the North Harbor projects.  Mayor Copeland stated, &ldquo;Many things have changed in East Chicago and with a rebuilding of Cline Avenue, we need to be sure that our previous investments can be maintained and repaired to accommodate economic development and job opportunities for our residents and the region.&rdquo;  The Mayor stated, &ldquo;We are just getting started.&rdquo;<br /><br />Maria Becerra, the City&rsquo;s Redevelopment Director indicated, &ldquo;The second phase will include lakefront marina engineering and construction, industrial and port infrastructure redevelopment and redesign of the &ldquo;ground route&rdquo; to promote private sector investment.  We have a great team in place to make these projects happen and many more.&rdquo;  <br /></span><span style="font:12px Arial, Verdana, Helvetica, sans-serif; "><br />Mayor Copeland indicated that the redevelopment process will be open and inclusive and will leverage additionally significant community projects. The Mayor stated, &ldquo;Our larger employers continue to invest and grow in our community and we need to capitalize on that now. These economic opportunities not only provide &ldquo;bricks and mortar&rdquo;, but can also positively impact the lives of local residents who live in the neighborhoods being redeveloped.&nbsp;<br /><br />Further, as a condition of receiving HUD Community Planning and Development assistance, recipients certify that they will comply with the requirements of Section 3 annually.&nbsp; Accordingly, the Department of Redevelopment has the legal responsibility to monitor recipients for compliance and can impose penalties upon those that fail to meet their obligations.<br /><br />At the seminar Mayor Copeland and Redevelopment&rsquo;s Executive Director, Maria Becerra addressed over 48 people interested in the seminar.&nbsp; Mayor Copeland stated, &ldquo;I too came here today to learn the process for myself. We are poised to work on projects from $50 to $100 million dollar in the near future and no matter what the process is, our main goal is to be fair to all, and that everybody knows the rules. Mayor Copeland states, &ldquo;Unmaintained properties are a threat to surrounding home values and public safety.  Often they are structurally unsound, vacated havens for criminal activity and a risk for first responders.&rdquo; <br /><br />Some structures contain contaminants such as; asbestos insulation, asbestos floor and ceiling tile, lead-based paint as well as biological hazards, industrial waste, oil, (PCBs) or chemicals. These are a few of the reasons why our city is being proactive in removing abandoned structures safely.<br /><br />Winna Guzman, Building Commissioner states, &ldquo;As Building Commissioner for the past two years and a resident of East Chicago, I am very excited to be part of carrying out the Mayor&rsquo;s vision and moving forward with the demolition of the many blighted, vacant and abandoned structures throughout our City. &nbsp;&nbsp;<br />&nbsp;<br />In continuing our vigorous enforcement, the City is creating a safer and a more desirable living environment, while improving property values and enhancing the quality of life for all residents of the City.&rdquo;<br /><br />There are approximately 400 abandoned properties identified throughout East Chicago. Removing properties takes time, resources and money.  Mayor Copeland has led the charge by bringing the teamwork of the Building Department, city resources and funding from the Redevelopment Department together to make this achievable. There are many challenges to removing these properties but they are not insurmountable.  Currently there are 40+ unsafe buildings set for demolition this year, and anticipate additional properties added as funding becomes available.<br /><br />Maria C. Becerra, Executive Director of Redevelopment states, &ldquo;We would like to invite everyone to take a drive down Broadway Street in the Harbor.&nbsp;We want you to witness the impact of the demolitions in progress and ongoing within the North Harbor Community. This compliments the new construction of townhomes and the new senior building, scheduled to open in February of 2013. The City envisions this as the new gateway to the Lakefront.&rdquo; <br /><br />The city has established an Unsafe Building Fund whereby monies received (i.e. fees collected from annual rental registrations, special assessment liens and/or other appropriations) shall be deposited into this fund.&nbsp;These monies shall be designated and used for the expenses incurred in carrying out the purposes of the Unsafe Building Law.<br /><br />Rental Registration have significantly grown due to the diligence of the Building Department. We are encouraging residents to show support to the runners and walkers that will be trekking through your neighborhoods beginning at 9:00 a.m. The 3.1 mile run/walk should last no longer than 2 hours.<br /><br />The course is flat and fast, with start and finish at Block Jr. High.  1st mile loops through residential area of Sunny Side.  2nd and 3rd mile loop through St. Catherine Hospital Campus and Prairie Park community. The finish is a 200 meter straight-a-way.<br />&nbsp;<br />Last year, over 175 runners and walkers from all over Northwest Indiana visited our city as they participated in our event and many were very impressed with our neighborhood support and enthusiasm. Many neighbors went outside to greet and cheer them on. I hope that many of you take the opportunity to do the same this year. The Mayor is urging our neighbors, civic organizations, churches, schools and leaders to team up and help each other make East Chicago a cleaner, healthier and more beautiful place to live and grow.<br /><br />Many cities and towns throughout our nation face a similar struggle.  Littering and not recycling are many of the common problems we can avoid with little effort.  &ldquo;With families out on the run, there isn&rsquo;t time to make a home cooked meal these days.  Sometimes that means kids are buying snacks or fast food that often ends up <em>not</em> in the trash can but onto the streets&rdquo;, said Mayor Copeland. Another unfortunate problem is illegal dumping, often contractors or homeowners think it&rsquo;s acceptable to dump rubbish at an abandoned site.  That is illegal and can lead to thousands of dollars in fines.  If you would like to report illegal dumping, call the Code Enforcement Department at 219-391-8351.<br /><br />Keeping our city clean has been one of Mayor Copeland&rsquo;s major concerns.  In the coming weeks there will be several &ldquo;Team Up & Clean Up&rdquo; advertisements on our local buses, Facebook, <span style="color:#000099;"><u><a href="http://www.eastchicago.com">www.eastchicago.com</a></u></span> and throughout our community.  So what can &ldquo;YOU&rdquo; do to participate?  We are asking schools and the entire community to create a design representing a clean East Chicago with the words &ldquo;Team Up & Clean Up&rdquo; incorporated in the design.  The design submission deadline is Friday, October 19, 2012. The three prize categories will be, Youth (Grades 1-8), Teens (Grade 9-12,) and one Adult prize. The winning design will be incorporated into our &ldquo;Team Up & Clean Up&rdquo; banners that will be displayed throughout the city, featured on ECTV and on our website. We are in the process of obtaining some nice prizes for the winners, courtesy of the Foundations of East Chicago. The primary goal for this effort is to transform the agency from a traditional &ldquo;Public Housing&rdquo; agency to a real estate owner and developer company with a mission. The mission is to provide &ldquo;affordable housing&rdquo; to low and moderate income residents of the City. <br /> <br />The Authority has provided low cost housing to East Chicago residents since 1959. Given the reality of today&rsquo;s federal and local environment, the agency is engaging in this transformation process to continue its services while becoming more strategic. This is the primary purpose of the five year strategic plan; to create a road map for the agency to become more sustainable by proactively responding to market forces and diminishing subsidies from Washington. <br /> <br />The five year strategic plan, initiated by Ms. Beatriz Martinez, Executive Director, has established a new vision for the agency. This vision, in par with the Mayor&rsquo;s Copeland&rsquo;s vision for the City, promotes sustainability, partnership and a larger commitment to revitalization. The Vision was developed through a six months planning process involving community leaders, Department heads and stakeholders including many residents. <br /> <br />Mayor Anthony Copeland recently invited residents to a public meeting hosted by the Authority at the James W. Knight Public Safety Facility. At this meeting, representatives of the consultant team, the Arsh Group Inc., a Merrillville based Planning firm, presented different elements of the plan and timetable for implementation. In addition, Mayor Copeland and representatives of the Authority responded to many questions asked by the audience.<br /> <br />The Housing Authority owns 793 housing units in five different developments. Most units are  built in 1960&rsquo;s with the average age being about 41 years. The Five-Year Strategic Plan calls for different transformation strategies ranging from replacement of units with new modern units to total renovation. The plan also calls for new construction in several vacant sites in the City for mixed income communities. Specific activities recommended by the plan include; <br /> <br />1.        West Calumet Complex (346 units) <br />In line with the Mayor&rsquo;s vision, ECHA will complete a new master plan for the West Calumet Neighborhood. This plan will integrate the West Calumet Complex into the larger neighborhood to create a mixed income waterfront neighborhood.<br />1.        Hunter Building & Nicosia Building (109 units)<br />The Buildings will be renovated to include site improvements, expanded amenities. Upon completion, Hunter will be a mixed-financed development with balconies views Lake Michigan.<br /> <br />1.        North Harbor I, II (124 units)<br />ECHA will conduct viability assessment to determine the final use. Options include using these buildings as a part of the Mayor&rsquo;s expanded efforts for homeownership, use the sites for new mixed income developments, and retain units as affordable rental housing.<br /> <br />1.        Columbus Drive (17 units)<br />The Development will be retained as is initially. In the long term, the development may be combined with other units for a mixed income redevelopment effort with a combination of affordable and market rate housing.<br /> <br />1.        New Development and Acquisition<br />ECHA will seek to build new affordable housing throughout the City. ECHA will coordinate these efforts with the City to create synergy and expand homeownership. In addition, ECHA will explore feasibility of developing an Assisted Living facility in the City.<br /> <br />1.        Provision of Services<br />A key element of the plan is economic self-sufficiency opportunities for residents. ">WHEREAS, the City of East Chicago presently faces a budget shortfall attributable to a number of factors including the 1-2-3% cap on Property Taxes established by statute; a deteriorating level of property tax collections, a lack of growth in the City&rsquo;s assessed value, and a workforce far larger than comparably sized cities;&nbsp;</span><span style="font-size:11px; "><br /></span><span style="font-size:11px; ">WHEREAS, the City of East Chicago Emergency Medical Services has thus far been supported by public funds, whereas other municipalities have successfully privatized such services and continued to meet their citizens need for such services while realizing significant cost savings to tax payers &nbsp;</span><span style="font-size:11px; "><br /></span><span style="font-size:11px; ">WHEREAS, Common Council has the authority under law to terminate a department of the City upon the recommendation of the Executive (I.C. &sect;36-4-9-4(d)) but has thus far failed to do so;&nbsp;</span><span style="font-size:11px; "><br /></span><span style="font-size:11px; ">WHEREAS, Indiana Code 36-4-7-8 authorizes the executive by executive order to decrease the appropriation made for any executive department, enabling the Mayor to unilaterally order reductions in expenditures sufficient to carry forth the City&rsquo;s plan of privatization of this essential service.</span><span style="font-size:11px; "><br /></span><span style="font-size:11px; ">WHEREAS, the City of East Chicago has investigated several professional Emergency Medical Services companies, has evaluated a number of proposals, and arrived at a negotiated contract for the provision of Emergency Medical Services to its residents with Prompt Ambulance Service.</span><span style="font-size:11px; "><br /></span><span style="font-size:11px; ">WHEREAS, the East Chicago Board of Public Works has held a meeting and awarded a contract for the provision of Emergency Medical Services to Prompt Ambulance Service.</span><span style="font-size:11px; "><br /></span><span style="font-size:11px; ">NOW THEREFORE, pursuant to I.C. 36-4-7-8, effective immediately, the appropriation for the City&rsquo;s Emergency Medical Department and balance of funds is hereby reduced to zero, such that as of the end pay period on May 4, 2012, the City Controller shall cease all expenditures under the EMS budget line item and eliminate said appropriation for the 2012 budget.</span><span style="font-size:11px;
